In the non-GT version of ARTA, the main menu should be built as follows:

1. Top-level items that have subitems should be a button, e.g.:
2. Top-level items that need to be links can not have subitems.
3. Second-level and below items can be links, even if they have subitems.
4. No items should have <front> as their Link unless they are meant to link to the front page.
